Goals of Education Management (Aspirations) with Indicators
The National Education Plan outlines five primary goals, each with specific indicators to measure achievement. These goals and their key indicators are as follows:
Access: Ensure all individuals have access to quality and standard education.
- Indicators include: All individuals aged 6-14 years can attend primary and lower secondary education or equivalent, provided free of charge by the state. Students with disabilities receive appropriate educational services, and the average education level of the working-age population increases.
Equity: Provide quality educational services to all target groups equally.
- Indicators include: All students in basic education receive 15 years of educational expense support.
Quality: Develop a quality education system that enables students to reach their full potential.
- Indicators include: Students achieve scores of 50% or higher in the national basic education test (O-NET) for each subject, and the average scores in the Programme for International Student Assessment (PISA) for students aged 15 and older improve.
Efficiency: Implement an efficient education management system that ensures worthwhile educational investment and goal achievement.
- Indicators include: The percentage of small schools failing external quality assessments decreases, an efficient personnel management system for teachers and educational staff is established, and mechanisms to promote resource support for education management from all sectors are in place.
Relevancy: Develop an education system that responds to and keeps pace with global changes and dynamic contexts.
- Indicators include: The country’s educational competitiveness ranking improves, the proportion of vocational students increases compared to general education students, and the number of higher education institutions ranked in the world’s top 200 increases.
To achieve these vision, goals, and targets, the National Education Plan has divided the implementation period into five phases: the urgent period, the first 5-year period, the second 5-year period, the third 5-year period, and the final 5-year period.
